Without doubt parts of the outer continental shelf should be opened up - it will take years, more likely decades before we see any return so the sooner the better in my mind.
It will definitely have a positive effect on the economy - but is unlikely it will have direct impact just yet - which is unfortunately what we need. However, we need to start thinking long-term about US energy supplies, and we need to start now, particularly if we want to get back to, and remain in, an economically stable position.
The outer continental shelf should be opened in a piecemeal fashion, firstly because it will reduce the environmental effects and secondly because of demand and dependence - we need to reassess the way that we all look at energy and slowly reduce our dependence.

It would seem that one of the main issues with exploration on the intercontinental shelf is the possibility of major catastrophes’ and pollution that may occur from these activities.
While this is understandable and nobody wants any type of incident there are precaution that can greatly reduce and help protect against these types of incidents occurring.
If we visit Europe offshore oil and gas industry, the safety and training standards are so much more stringent that those used and policing on many requirements are not enforced in the USA, it would be suggested that similar process be put in place in the USA.
These standards would have a huge impact and benefits for the USA including better safety, better training, and with these a huge boost to the economy.
One such requirement is that of “Hazardous Area Equipment Training”, this is a prerequisite in Europe for people working offshore and onshore in similar industries and was put in place after the Piper Alpha disaster. In USA this training is not required, his is just an example.
